2025 June – RCUT Contract Awarded

Subject: Richmond Road & Athens-Boonesboro RCUT Project Update

We have an important update on the upcoming Richmond Road and Athens-Boonesboro Road RCUT Corridor Project. After months of planning and public engagement, the Kentucky Transportation Cabinet (KYTC) has officially awarded the construction contract to ATS Construction — the same contractor currently working on I-75/I-64 between Exits 111 and 115.

This major milestone follows a competitive bid process in May, where ATS submitted a bid nearly $1 million below the state’s engineering estimate. KYTC’s Awards Committee has reviewed and approved all documentation, and the contract is now moving forward. The final steps — contract signing and Notice to Proceed — are expected within the next few days.

A Pre-Construction Meeting is scheduled for June 17, where the contractor will provide their anticipated construction start date. We will share that timeline with you as soon as it becomes available.

While this project will improve traffic safety and flow long-term, the 15–16 months of construction ahead will come with some inconveniences. We appreciate your patience and understanding as this work moves forward.

In the meantime, KYTC is working to improve the project website (RichmondRoadImprovements.com) to offer more streamlined, user-friendly construction updates throughout the process.
